Background on the
Joint Coal Mine Methane Marketing ProjectIn 1999, U.S. EPA and the China State Administration of Coal Industry (now called the State Administration of Coal Mine Safety Supervision, or SACMS) embarked on a
joint project (see Statement of Intent) to promote coal mine methane development in China. As part of this project, the China Business Advisory Committee (BAC) was established. The goal of the BAC is to help Chinese coal mining companies promote development of CMM resources, and help them learn skills necessary to become partners with Western exploration firms. BAC members benefit by making contacts with key Chinese government officials and coal companies representing the gassiest mines. BAC members can help Chinese coal companies identify the types of information potential investors expect to see made available, and to review information on specific prospects. Workshops in November/December 1999 and September 2000 brought participants up to date on project activities, and included a meeting of the BAC, which all participants were invited to attend. The workshops were held in Beijing.In addition to the BAC workshops, the Coalbed Methane Clearinghouse and U.S. EPA convened a workshop in April 2001 specifically for mining officials and managers. Raven Ridge Resources, Incorporated and China Venture Advisors, LLC designed and conducted the workshop to aid companies and organizations within China develop skills that will allow them to effectively market coal mine methane projects. There were 30 attendees, which included members of six of the gassiest coal mining administrations and China National Petroleum Corporation. Ray Pilcher from Raven Ridge Resources and Jay Rothstein from China Venture Advisors presented material at the workshop including methods to effectively target, contact, meet with, and supply information to potential investors or partners.
